Professional Services Contract

Professional Services provided under this contract will include, but are not limited to all types of environmental support for the following:

  • Army Base Realignment and Closure (BRAC) and other Army Force Structure and Organizational Realignment
  • Privatization of Military utilities, Family Housing, Lodging and other facilities
  • Department of Defense, U.S. Air Force, U.S. Navy, and U.S. Marine Corps projects; U.S. Customs and Border Protection; U.S. Army Corps of Engineers Federal military and civil works projects; local and state governments; Indian Nations, international organization and foreign governments
  • All compliance and conformance issues
  • Development and management of land, natural and cultural resources programs
  • Study of contaminated sites
  • Water quality or water supply studies

Professional Services will include but not be limited to preparation of any of the following:

  • All products associated with preparation of National Environmental Policy Act (NEPA) Documents
  • Integrated Natural Resource Management Plans
  • Integrated Cultural Resource Management Plans
  • Endangered Species Management Plans
  • Clean Water Act documentation and implementing guidance
  • Conservation Conveyances
  • Real Estate Site Assessment
  • Encroachment Control Plans and Programs
  • Mission Sustainability Analysis
  • Carrying Capacity Analysis
  • Risk Assessment
  • Net Enviromental Benefits Analysis

Specific Professional Services include:

  • Scientific analyses and assessments of biological, ecological, cultural/historic/architectural, and archaeological resources at all study and survey levels, terrestrial and underwater
  • Threatened and endangered Species Act consulation assistance
  • Habitat evaluations
  • Identification of current trends, cumulative effects, and projected land uses, including potential use and reuse alternatives
  • Economic evaluations
  • Preparations of master plans for development and management of military and civil facilities, including natural and cultural resources management planning; Coordination with interested Federal, state and local agencies and organizations
  • Preparation of public involvement plans and facilitation of public meetings
  • Regulatory compliance
  • Geographic Information Systems and similar technologies and web based program management techniques
  • Environmental strategies, including addressing long-term viability of the military mission
  • Real estate acquisition and dispositions
  • Mission and program planning and evaluation
  • Environmental benefits analysis

Additional services will include activities required for

  • Preparation of an Environmental Classification of Properties
  • Support to real estate activities including leases, licenses and reports of availability, or similar decision documents that incorporate all essential issues
  • Preparation of BRAC Clean-up Plans
  • Environmental and professional services in the areas of investigations and studies, restoration, compliance, conservation and technology

The contract will primarily be used to provide professional services to support military and civil environmental programs for Army, Army Reserves, National Guard, other Department of Defense Services and other Federal Agencies. A-E services to be provided under this contract will include, but are not limited to all types of environmental support for the following:

  • Army Force Structure and Organizational Realignment, Army Base Realignment and Closure (BRAC), Privatization of Military utilities, Family Housing, Lodging and other facilities

It will include but not be limited to preparation of any of the Following:

  • Biological assessments; Section 7 of the Endangered Species Act consolation assistance
  • Habitat evaluations
  • Wetlands delineations identification of current trends, cumulative effects and projected land uses, including potential use and reuse alternatives
  • Identification and evaluation of potential impact mitigation measures; economic evaluations
  • Preparation of master plans for development and management of military and civil facilities, including natural and cultural resources management planning
  • Coordination with interested Federal, state and local agencies and organizations
  • Preparation of public involvement plans and facilitation of public meetings
  • Regulatory compliance
  • Geographic Information Systems and similar technologies and web based program management techniques

Additional services will include those activities required for the preparation of an Environmental Baseline Survey/Environmental Condition of Property studies; support to real estate activities including leases, licenses, land acquisitions, and reports of availability, preparation of Findings of Suitability to Transfer and/or Findings of Suitability to Lease, decision documents that incorporate all essential issues; the preparation of Clean-up Plans, preparation of risk assessment documentation.

A-E Services as set out in Scope of Work for each Task Order awarded.

Services provided to include environmental support for the Department of Defense, US Army, US Air Force, US Navy, US Marine Corps and Defense Logistics Agency, US Army Corps of Engineers military and civil works projects; Department of Homeland Security, Institutes of Health, Centers for Disease Control and other federal agencies, including compliance and conformance issues.

Other environmental services include development and management of land, natural and cultural resources programs, study of contaminated sites, water quality and water supply studies, NEPA document Integrated Natural Resource Management Plans, Integrated Cultural Resource Management Plans, Endangered Species management plans and Section 7 compliance documentation and studies, Clean Water Act document and implementing guidance, Clean Air Act documentation and guidance, Installation Master Plans/General Plans, encroachment studies, land acquisition studies, sustainability studies and risk assessments.

Specific services include: scientific analyses and assessments of biological, ecological, cultural/historic/architectural and archeological resources, threatened and endangered species inventories and surveys, invasive species management/control, pest management plans, forest management plans, biological evaluations and assessments, economic evaluations, master plans, including natural and cultural resources management planning, intergovernmental coordination support, GIS and other services.

Marstel-Day’s Navy SeaPort-e contract is an indefinite-delivery, indefinite-quantity, multiple award contract that will provide for service requirements solicited by Naval Sea Systems Command, Naval Air Systems Command, Space and Naval Warfare Systems Command, Naval Supply Systems Command, Military Sealift Command, Naval Facilities Command, Strategic Systems Programs, Office of Naval Research, and the Marine Corps. Marstel-Day’s SeaPort-e’s acquisition covers the National Capital, Mid Atlantic, Gulf Coast, Southwest, and Northwest Zones. The contract number is N00178-10-D-6160. Marstel-Day is a small and Historically Under-utilized Business Zone (HubZone) business that supports SeaPort-e set aside requirements.
